For the majority of her career, Judith has worked on large infrastructure and engineering projects in developing countries with the aim of bringing sustainable improvements in living standards and reductions in poverty.
Judith's 25 years' experience derives from a wide range of assignments across several infrastructure sectors both in the UK and internationally, focusing particularly on energy and water. Judith's principal area of expertise is in the improvement of infrastructure project implementation and utility management capabilities, particularly financial management and economic development, within both publicly and privately owned organisations as well as public-private partnerships. Judith was recently responsible for developing and implementing a strategy for re-engagement of the World Bank in the construction of large water infrastructure such as dams and hydropower plants. The strategy included consideration of economic impacts, environmental sustainability; cumulative impacts; social "rights, risks and responsibilities"; sharing of benefits; safety management; communication and consultation; financing; and management of riparian rights.
